Caveats
- general_fund_appropriations is the 'Total Gen Fund' column of the 2026 Legislative Fiscal Report's Twenty-Two Year History table, in millions of dollars as the source prints it (unit usd_millions). It is the original appropriation enacted into law for each fiscal year, not actual spending; FY2026 and FY2027 are appropriations for years not yet fully executed as of retrieval.
- spending_by_agency and general_fund_spending are two years only (FY2024 from the 2025 Legislative Fiscal Report, FY2025 from the 2026 edition), because each report's own three-year summary tables carry only one year of actual data; pulling an additional year would require an additional prior-year report edition.
- spending_by_agency's 'Actual' figures are the state's budgetary-basis actual expenditure against appropriation across General, dedicated, and federal funds ('All Funds'), not the GAAP modified-accrual figure the ACFR reports; see the disagreement recorded against government.spending_total in data/registry/transparent-idaho-acfr.json.
- Agency names are the report's own labels, including its comma-inverted style (e.g. 'Correction, Department of').
- 'Total <function>' subtotal rows and the 'Statewide Total:' row from the three-year summary tables are excluded from spending_by_agency; the Statewide Total for All Funds Actual is reported in the puller's own printed output and in transparent-idaho-acfr's disagreements entry, not as an observation here, to avoid defining government.spending_total in two datasets.
