Caveats
- This is a point in time count as of June 30 each year, not an average daily population or a count of people entering supervision during the year.
- IDOC's active supervision total excludes people who are incarcerated, in federal custody, deported, detained by Immigration and Customs Enforcement (ICE), absconded, on parole violation status, on a bench warrant, or on unsupervised probation.
- This population is supervised in the community and is separate from and additional to the number of people IDOC incarcerates in its prisons, reentry centers, county jails and a contracted out of state facility; adding the two together gives everyone under IDOC's authority, a different and larger figure than either population alone.
- IDOC's community population reports render some years' total-population chart values only as an image chart with no adjoining text, so this dataset has no total for fiscal years 2021 and 2022.
- The probation and parole breakdown draws from two different tables depending on the year. Fiscal years 2022 through 2025 come from the report's own Probation Population and Parole Population charts. Fiscal years 2019, 2020 and 2021, where those charts print no data-point text, instead come from the report's district-by-district breakdown table, read only for the statewide total row it already prints.
- IDOC's report for fiscal year 2021 states its probation and parole figures for that year one way; its report for fiscal year 2022 restates fiscal year 2021 with different figures, and this dataset uses the newer figures. The newer figures are corroborated separately: the fiscal year 2021 report also states in a narrative sentence, with no accompanying table, that the community population fell to 16,579 that year, and 16,579 is exactly what the newer probation and parole figures add up to. That sum is not itself stored as a total, since it is arithmetic on two breakdown figures rather than a total IDOC states in a table, so fiscal year 2021 still has no total in this dataset.
- IDOC's own reports state a total active supervision population for fiscal year 2024 of 15,911, which is 580 fewer than the sum of that same year's own printed probation population (11,767) and parole population (4,724). Of the five fiscal years that carry both a stated total and both parts, the other four reconcile to the person, so the gap is particular to the fiscal year 2024 figures rather than a difference between what the total and the two parts count. This dataset stores all three exactly as IDOC prints them and adjusts none of them.
