Caveats
- This dataset's default build reads a cached artifact (data/raw/idaho-legislature-ag-water/issue-data.json) rather than fetching legislature.idaho.gov live: a live rebuild fetches one detail page per bill in each of eight sessions, roughly 800 pages per session at a politeness delay, well over the few minutes a routine refresh should take. The cached artifact was produced on 2026-08-17 (its own file date, carried here as `retrieved`), by the same pipeline this puller's --refetch flag runs live. Re-run with --refetch to rebuild it from the Legislature's site.
- A measure is included when the Legislature's own subject label for it falls in a reviewed agricultural, water, or natural resource vocabulary (scripts/fetch-idaho-legislature-ag-water.py's AG_SUBJECTS), not by keyword matching on titles. That vocabulary is not stable across sessions: the same policy gets a different label from year to year (DOMESTIC WELLS in 2026 was DOMESTIC WATER USE in 2025), so it accumulates rather than predicts, and a session published without re-reviewing it against that session's own vocabulary will undercount.
- A small number of measures per session are included or excluded by explicit override rather than by subject label alone, each with its own stated reason (see OVERRIDES in the ingestion script) - for example rule-review resolutions, which carry no subject label at all, and a handful of measures whose label names the thing regulated rather than the policy domain (H0895, capping data-center water use, is labelled DATA CENTERS, not a water label).
- `issue` is this dataset's own five-way editorial classification of each measure's subject label (Water Rights & Supply, Land & Public Lands, Production & Commodities, Wildlife & Depredation, Legislative & Regulatory Process), not a category the Legislature itself publishes.
- `sponsor` is overwhelmingly a standing committee rather than a named legislator: across the 2026 session only 2 of 70 agricultural measures named an individual. Treat it as the originating committee, not as a measure of which legislators champion agriculture.
- `actionCount` is the number of recorded floor and committee actions parsed off each bill's detail page; the actions themselves (date and text of each stage) are not carried into this dataset's records or observations.
